Single Window Facility
The Government has designated Educational Consultants India Limited (Ed.CIL) as the Single Window agency to facilitate the admission of children of Indian diaspora and foreign students. Ed.CIL not only guides and informs students about technical and higher educational opportunities in India but takes care of admission formalities, provides administrative support and acts as local guardian.
Reservation of Seats
For the benefit of the Indian diaspora, the Government has decided that 15 per cent seats in all
higher and technical institutes (except Medicine courses) may be filled on supernumerary basis
over and above the approved intake. These supernumerary seats are exclusively meant for NRIs/ PIOs and international students both in the undergraduate and postgraduate courses with a rider that under no circumstances, a seat remained unfilled shall be allocated to any one other student category.
One-third of the 15 per cent supernumerary seats in educational institutions (except medical) is reserved for children of NRIs in the Gulf and South East Asia.
DASA Scheme
The government has created an exclusive scheme called Direct Admission of Students Abroad (DASA) wherein 15 per cent of seats have been reserved in 18 National Institutes of Technology (formerly the Regional Engineering Colleges) and other centrally-funded technical institutions, except IITs. These engineering colleges are comparable to the best in the world and are known for providing quality education in Engineering and Architecture courses. Ed.CIL has been designated as the coordinating agency for admission under DASA. Interested candidates can download the application form and send the duly filled form alongwith the required registration fee.
Scholarship Programme for Diaspora Children
The Government of India is considering a new Scholarship Programme for Indian Diaspora, applicable from the 2006-07 academic year. This will apply to students from developing countries and scholarships will be granted in undergraduate courses in all subjects except medicine. Scholarships will be granted on the basis of merit-cum-means and the prospective applicant needs to attain 60 per cent in his/her school leaving examination (12 years of schooling or equivalent). The application forms can be submitted through the Indian diplomatic missions or through the diplomatic mission of the applicant’s country in India. Financial assistance will be provided along with consultancy and administrative support from Ed.CIL, designated as the nodal agency for the scheme.
Campus Abroad
Indian universities are reaching out to the Indian diaspora by setting up campuses abroad. Already, some deemed universities have set up campuses in Middle East, Malaysia, etc. Offshore campuses of Indian universities are being set up in collaboration with host countries in key subjects, High-level academic institutions like IITs, IIMs and medical colleges are also looking at collaborating with governments in host countries, foundations or institutions.
India Studies Programme
The Universities of Mysore, Hyderabad, Pune, Delhi, Goa, and Vishwa Bharti (Shantiniketan) among others have introduced India Studies Programme in their course offerings in view of growing interest in India’s rich culture and tradition. The programme, which includes short-term courses on Indian history, folk arts, music, temple architecture, philosophy, and crafts, caters to the yearning amongst the Indian diaspora for familiarising themselves with different aspects of India.
